Without travel insurance it may be very difficult to get any sort of assistance in Northern Cyprus. If the finance is an EU national, she could get assistance in Southern Cyprus. Your son could try asking the US consul in Southern Cyprus (I don't know if there is one in Northern Cyprus) for assistance.
