I don't know what you mean by "international universities", there are no "franchises" of any foreign university, if that's what you mean.
There are several universities that have agreements such as degree validation abroad. In Buenos Aires, you could try Universidad del Salvador or maybe Palermo (others have agreements too), but it all depends on *what* you intend to study, because not every university teaches everything.
