Deposit Troubles

• I moved out of my apartment in Bourges, France the 5th of May after having given the landlady a three-month advanced notice to vacate. I am now back in the United States and have not yet received my original two-month deposit. I have called the agency I rented through numerous times. They finally gave me the number of my landlady whom I've been unable to reach. The legal time for getting my deposit back has passed and I'm not sure what the next step is. Any help?
