Complete gaduation degree in berlin,

hi sir,
me completed my 10th+2 in 2007, subjected of science. including Biology(main),math, physics, chemistry.. In some day's I am running with "Diploma in Telecommunication Engg." in government undertaking, AICTE approved coollrge. But due to money problem me can't complete my diploma. Actully my Father is no more. so me not able to get valuable suggetion's
from my Guardian..
now I am deceided to complete any degrree(3yr's) in the field of Technology. And taken some small student-loan to complete my study.

plz, sir.. help me to complete my study in germany or any other countries of world, where study or living cost so cheap or free for me..
