SELF EMPLOYED AND PERMIT APPLICATION HELP PLEASE?

• Hi I am Britsh and over here due to my husbands job relocation. I have a small counselling business working from home for about 6 hours a week. I have a B permit but now the canton tell me that I need to apply to change my B permit from being just a spouse to a working spouse. i also need to fill out a business plan. The whole thing seems incredibly complicated to me and I thought there was an EU agreement that I could work. Any advice on everything mentioned is appreciated especially the Business plan contents .
