Contract Questions

My wife and I are moving out of our cold apartment. We looked and found an apartment that required we show proof that we did not make more then 2399 Euro/month. Its not a social woehnung. But the landlord got a special interest rate from the state by saying he wouldn't let people move in with more then that. We've been waiting almost 3 weeks for the letter to arrive fromt he official government offices. We did sign the contract with him. No money has changed hands as of yet. But we have looked at a few and saw another one that is much better suited for us.
So my question is HOW can we get out of this contract? Is there any legal means saying we can get out of it without oweing him a cent? Contract states that we would move in 15 November. it is presently the 4th and we just today got the letter from the offices saying we were ok to move in.
