Employment Visa

Dear,
I already sign an offer letter from one of the prestigious company here in Dubai last June 2008, they required me to submit an NOC but previous company does not want to cooperate, I worked for them for only 2 months and paid all the expenses that is due to me when they apply for my employment visa of AED6000 after the cancellation. Now the present company cannot apply for my employment and said to wait until the August 21 lifting of ban.
Will they be able to apply my employment visa after August 21,2008?
As per new visa rules, do I have to go back to my point of origin to be able to apply my employment visa?
