free scholarship

Hi, Dear.
I am Hassan Rabbani 26 years old.
I have a bachelor degree in petroleum engineering from Iran G.P.A(average) 15.25 out of 20, and I am Iranian.
I am living in Hyderabad, India for studying English course at present.
I would like to improve my education about petroleum or related science and for this reason, I am searching in net for getting scholarship from any university.
Would you please help me?
Does your university have free scholarhip for foreign student?and if it have,could you please explain about other conditions?
and what university have scholarship?
